COMMUNITY SCHOOL/SAGEWILLOW
Since our last report on the Community School complaint, the Sagewillow Homeowner’s Association has filed an action for declaratory relief seeking to establish that the Sagewillow subdivision is in Elkhorn. We expect to consolidate this action with the action filed by the Community School to minimize the cost of defending the actions. We have not filed an answer and there has been no schedule or trial date set by the court.

VIOLATIONS
At the risk of boring you with redundancy, we need to remind you of a few situations that constitute violations of the Elkhorn Governing Documents. Recreational Vehicles (RV’s), including but not limited to, trailers, snowmobiles, boats, campers, motor homes and trucks need to be kept in an enclosed structure (garage) or screened from view. Garbage cans may not be left out in view of adjoining properties. If you are not here on Tuesdays (garbage pickup day in Elkhorn), please arrange to have a neighbor or property manager put your can out and return it to your screened location at the end of the day. Thank you for being a good neighbor.

We want to thank all of you who turned off your holiday lighting by the March 15th deadline. There were only 20 properties where lights were still on after that date and those owners have been notified.

VISIBLE ADDRESSES
Is your house address clearly visible? With spring cleanup a current focus, please take a few moments and inspect your posted house address. Make certain the numbers are easily seen from the street and are not being blocked by trees, shrubs or other obstacles. In the case of an emergency, the few seconds saved when a response team isn't searching for a house number can make a serious difference.

DUES REALLOCATION
Your April 1st statement reflects a reallocation between operational and capital reserve dues from $175/$85 to $185/$75. The total amount of $260 for the semi-annual period of May through October has not changed. For several years the Association has carried forward a rather large operational surplus. In an effort to reduce this surplus, the split between operational and capital reserve was not adjusted for the first semi-annual period (November – April). A recent cash flow projection indicates that the budgeted operational contingency of $2710 may not be adequate to cover our anticipated expenses for the remainder of the year. For this reason we are reallocating $10 per property from the capital reserve to the operational account for the second semi-annual period of fiscal year 2003/2004. The SVEA Capital Reserve Study is currently being updated. A review of the draft update indicates that the association is adequately funded for the repair and replacement of existing assets.

TENNIS
The Elkhorn Tennis Courts are clear of snow and nets are up at both the Village and Harker locations. Bill Van Deinse will be returning in mid May for his 15th year as the SVEA Tennis Pro. For tennis information please call:
