NEW SVEA
MISSION STATEMENT
Your Board has been very busy
since the first of the year. One of the many positive actions that have
been accomplished is the redrafting of our Mission Plan which is as
follows:
The mission of the Board and Staff of the Sun Valley
Elkhorn Association shall be to maintain and enhance the quality of life
in Elkhorn by:
Providing excellent facilities, amenities and accompanying
services.
Preserving the beauty of Elkhorn by guiding the design of
attractive residences and landscaping and by protecting
Association-owned land.
Proactively keeping members well informed of issues affecting them
and the broader Elkhorn community.
Managing prudently the finances of the Association.
FITNESS FACILITY AT THE HARKER CENTER?
Thanks again to all of you who responded to the SVEA 2005
questionnaire regarding improvements of amenities for all of our owners.
The information was great!
The top item on the homeowner "wish list" was a
fitness and exercise facility. There were also numerous other
suggestions relating to the Harker Center: bathrooms near the tennis
courts, an indoor pool, an outdoor hot tub, covered tennis courts, more
parking, and better community meeting facilities at the clubhouse.
Your Board of Directors is taking the comments very
seriously and starting to think about a long-term plan to address them.
One of the most important first steps we will take is working to make
sure that all SVEA owners have clear input to the plans as they
progress, and long-term visibility of the progress.
What do we need from you? Stay informed and
give us your feedback.
Over the next few months a SVEA Board member will be
contacting all sub-associations to request time on their Annual Meeting
agenda to review the survey data and discuss preliminary plans for
capital improvements. We plan on using these sub-associations on
an ongoing basis to make sure homeowners have a conduit to provide
suggestions and feedback. If you are not part of a
sub-association, please feel free to call SVEA directly to give us your
input. Check our website regularly for updated information. Expect
more news! We will publish regular updates in future newsletters.

SUMMER
MEETING AND BARBEQUE
Your 2006 Summer Membership
Meeting and complimentary Barbeque are scheduled for 5:30 p.m. on July 7
at the Harker Center.
Enclosed with your April statement is a RSVP for your use.
Please note that the deadline for responding for the barbeque is June
28, 2006, as we must provide the final number of those planning to
attend to the caterer at that time. We hope you will make plans to
attend the meeting for the latest updates on issues facing your Elkhorn
Community, and then stay to enjoy the evening with your Elkhorn friends
and neighbors.
THE COMMUNITY SCHOOL LAWSUIT AGAINST SVEA
Efforts
to resolve the Association's dispute with the Community School regarding
whether or not the school site is part of Elkhorn have been
unsuccessful. Attempts to stimulate settlement negotiations have been
made by the Board and the Association's legal counsel. To date these
attempts have been ignored. Therefore, in preparation for the September
trial the Board has instructed legal counsel to complete discovery while
keeping settlement on reasonable terms a priority.
ELKHORN
SPRINGS
The construction of the Elkhorn
Springs development is continuing very close to schedule. It is expected
that the first building in Phase I will be completed by the end of May
2006 with the second building and the Phase I paired homes completed by
the end of August 2006. The contractor is still hoping to finalize
construction of the Country Store in July and the Restaurant in
September of this year.
Construction on the two condominium buildings in
Phase II has begun with the footings and foundation walls being poured.
At this time, these two buildings, as well as the three paired homes
approved for Phase II, are expected to be completed during the summer
and fall of 2007.
Plans for Phase III have not yet been submitted to
the Architectural Design Committee.
Village Way and Angani streets will remain closed to
traffic until the asphalt plant opens and the curbs and gutters can be
completed. Until then owners and guests wishing to use the Village Pool
and Tennis Courts can only gain access from the north entrance of
Village Way.

SUNSHINE @
ELKHORN SPRINGS
As you know from our past
communication, CG-Elkhorn is now involved in the future development of
the Sunshine Parcel. The "Sun Villa" plan that was pending for some time
with the City of Sun Valley Planning & Zoning has been abandoned or
withdrawn. New plans have been submitted to the City, though not to
SVEA’s Architectural Design Committee.
The new plans consist of two multistory buildings,
four tri-plex buildings, and one paired home. The total
development includes 76 units. Ten of the total seventy-six units
are proposed for workforce housing. Additionally, 3% of the residential
square footage or approximately 3,800 SF is slated as commercial space.
The plans indicate that Building A (38 units) will be
a 5 story building along the south side of the site (near the existing
Village Condominiums) and at its highest point will be 64’ from existing
grade and 61’ feet from record grade. Building B (24 units) will
be a 4 story building along the southwest side of the site (near the
existing Indian Springs Condominiums) and at its highest point will be
48.5’ from existing grade and 56’ from record grade. The triplex and
paired home buildings will be 2-3 stories and will all be approximately
36’ to 38’ from record grade.

POOLS/SPAS
With winter finally winding
down we are planning to close the Village Spa on April 23rd. The Elkhorn
swim season officially begins on Memorial weekend. The opening dates,
hours of both facilities, and the phone numbers are posted below:
Harker Pool will open on May 27, 2006 and operate
fully staffed with lifeguards, from 11:00 a.m. to 7:00 p.m. daily.
Village Pool will open on June 12, 2006 and operate
with attendants only from 12:00 noon to 7:00 p.m. daily. In addition,
Monday through Friday the pool will be open from 8:00 a.m. to 12:00 noon
for Adults Only. No lifeguards will be on duty at any time and
therefore, no one under 14 years of age shall be admitted without a
responsible adult.

Also, we are very pleased to introduce our new Pool
Manager, KARI GRIGSBY. Kari is currently living in Elkhorn and has
several years of aquatic and management experience to bring to us.
Please stop in to enjoy your wonderful pool facilities, meet Kari and
the rest of our summer staff, and as always, let us know how we are
doing.
We are still in need of additional lifeguards and
pool attendants, so if you know of anyone interested in seasonal work,
please suggest they contact us as soon as possible.
TENNIS
The courts are still covered in approximately two feet of snow. We
expect that we will have some nets up by the end of April. Our Tennis
Pro, Bill Van Deinse, and his staff will be here, operating the Harker
and Village courts in full force by May 15th. To reserve a court or for

GOLF
With winter hanging on so
tightly this year we have no idea when the golf course will open. We do,
however, want to remind you that as an owner in the Planned Community of
Elkhorn you and your resident guests have golf privileges at the Elkhorn
Golf Club. The agreement between SVEA and the Golf Club basically states
that members of the Association, their renters and guests, shall be
entitled to twenty percent (20%) of the daily rounds of golf available
for use each day during the period of time the Golf Course is open for
play, with the total number of eighteen hole rounds of golf actually
played each year not to exceed three thousand (3000). Members of the
Association, their renters and guests, shall receive a ten percent (10%)
discount on greens fees. The daily rounds of golf available to the
members of the Association, their renters and guests, shall be scheduled
on an equitable basis throughout each playing day; and in no event shall
members of the Association, their renters and guests have less than six
(6) starting times (that is, a time for a foursome to commence play)
each day the Golf Course is open for play: two starting times between
8:00 a.m. and 10:00 a.m., two starting times between 10:00 a.m. and
noon, and two starting times after noon but before 2:00 p.m.
Reservations for starting times must be made no more than six days nor
less than three days in advance of the day of the starting time.
Notwithstanding the foregoing, after 2:00 p.m. each day, any starting
times that have not been reserved by anyone shall be available to
members of the Association, their renters and guests, on a first come
first served basis. Tournaments or other special events may postpone
rounds of play.
As with any other Elkhorn facility, a valid amenity
card is required to reserve a tee time
AMENITY CARDS
Please remember that valid amenity cards are required to gain access
to SVEA pools, tennis courts, the summer barbeque, and to reserve a tee
time at the Elkhorn Golf Course. Please check your current card to
affirm that it is still valid before accessing the amenities. Our office
at the Harker Center is open from 9am to 5pm, Mon-Fri, excluding
holidays to assist you with updating or acquiring an amenity card.
PARK
For those of you who do not
remember, SVEA has a small park that is available to all owners and
resident guests. The Park is located behind the Harker Pool and offers
horseshoe pits, a basketball court (1/2 court), a volleyball court, play
structures for toddlers, and picnic tables with umbrellas. Bring the
kids or grandkids by for a fun time in a very pleasant setting.
HOLIDAY
LIGHTING
If you haven’t yet turned your
exterior holiday lighting off, the deadline was March 15th. We would
also like to request that everyone be a considerate neighbor and, if
possible, turn your exterior house lights off when you retire for the
evening.

 WAR ON WEEDS
We will soon begin the fifth
year of our ongoing weed control program for the SVEA open space areas.
If you live adjacent to any open space areas that are infested with
noxious weeds that we have missed, or if you have been hiking or biking
on any of the open space trails or hillsides and have noticed weeds,
please give us a call with the locations. Also, take a few minutes and
check your own property for weeds. If you would like more information
about the noxious weeds that are creating serious problems in our

SUN VALLEY COMPREHENSIVE PLAN
In September of last year, your
Sun Valley City Council approved the Comprehensive Plan 2005 update,
establishing the land use guidelines for areas within our city
boundaries and preferred uses for lands in neighboring Areas of City
Impact. Immediately thereafter, the Planning and Zoning Commission began
work on codifying these uses through ordinance development.
Implementation priorities for immediate action are spelled out in the
Comprehensive Plan 2005 Update and have been formatted into a strategic
work plan with start and completion dates assigned.
Concurrently, the City approved a master plan
ordinance which ensures that development projects involving large areas
of land meet criteria of public benefit and transit and workforce
housing planning needs. The Sun Valley Company’s application for
development of the Gun Club Land Use Planning Area is the first project
to come under this new ordinance and will, therefore, receive
significant public input before consideration for approval. The study
area encompasses 337 acres along both sides of Trail Creek Road and is
envisioned to include a public-private nine-hole golf course,
single-family, multi-family and workforce housing, walkable connections
to public transit and public trails access. It is with your
participation in the public process that we realize our community
vision, so you are encouraged to attend any and all of the hearings
associated with this master plan application.
