ELKHORN COMMUNITY NEWS
Fall 2002

BUDGETS
The 2002/2003 Operational and Capital Reserve Budgets were recently approved by your Board of Directors. A dues increase was unnecessary again this year, but you will notice a change in the allocation of operational versus capital reserve on your statement. Due to a reduction in operation expenses, the $520 annual assessment will be split as follows:

  • Operational = $350 ($380 last year)
  • Capital Reserve = $170 ($140 last year)

SVEA WEBSITE
We are putting the finishing touches on the SVEA web page and it should be completed by the end of October. Please check it out and let us know if there is any other information you would like to find helpful. "SVEA" was unfortunately unavailable so we selected:

PONDS AND WINTER ICE
It is that time of the year once again and we want to remind you and caution you of the danger of thin ice. Please supervise children and pets carefully around the many waterways and ponds in Elkhorn.

ELKHORN RESORT
As many of you know, CG-Elkhorn closed the Resort operation effective September 30, 2002. We understand they are working on their "Plan B" (excluding any SVEA land amenities) and will be submitting plans for Architectural Design Committee review sometime this winter.

COMMUNITY SCHOOL
The Community School appeared before the Sun Valley Planning and Zoning Commission (P&Z) on October 8, 2002 to again seek a Conditional Use Permit for an elementary school at their Sagewillow property. P&Z was critical of the school's submitted changes to the plan as well as their failure to adequately address previous concerns. However, when polled by the Chairman during the meeting, all of the commissioners stated that they think the school is an appropriate use for the property, if, as yet undermined conditions can be met. P&Z continued the Public Hearing for the school until December 10, 2002. In the meantime, a P&Z work session will be held on October 23,2002 at 9:00 a.m. to establish a maximum number of daily car trips for the total Sagewillow site as well as other details. The school will then work toward a plan that might comply with P&Z's conditions. Whether the school will be able to meet those conditions remains to be seen.

ANNUAL MEETING
The 2002 SVEA Annual Meeting will be held on December 30, 2002 at 4:00 p.m. The location for the meeting will change from Elkhorn Resort to the American Legion Hall, proxies, the audit, budgets, and other information will be sent to all owners prior to the meeting.

POOLS/SPAS
The final day for the summer 2002 pool operations was September 30, 2002. We hope you had an opportunity to enjoy the wonderful Elkhorn Pools. You pool Committee will be meeting this fall or early winter to begin planning for next summer. If you have comments, suggestions or concerns, please let them know. You can communicate with the Pool Committee at SVEA, P.O. Box 1708, Sun Valley, ID. 83353 or by e-mail at svea@cox-internet.com

The Board has authorized the installation of the new steam room and sauna at the Village Bathhouse. As you will remember, this expenditure was approved a year ago, however, was put "on hold" due to the possible relocation of the pool. Now that the resort has withdrawn their proposed land exchange, we will move ahead with these improvements in the existing building. We hope to have the project completed for the winter spa operation. At this time, we plan to open the Harker Center Hot Tub and Sauna for the Thanksgiving weekend and the Village will open in mid-December.

CITY OF SUN VALLEY HILLSIDE ORDINANCE
The City of Sun Valley has formed a Hillside Ordinance Committee. The purpose and intent of the Committee was to develop an ordinance to "insure sound and orderly development of the natural terrain; encourage land uses harmonious with existing natural resources; protect property from the dangers and hazards of improper cuts and fills; minimize erosion, minimize destruction of the natural landscape; protect the scenic character of Sun Valley from the visual blight of inappropriate cuts and fills and devegetation resulting from extensive grading; and provide for public health, safety and welfare." The Committee has composed a rough draft that has been sent to the Sun Valley Planning and Zoning Commission (P&Z). When P&Z has an ordinance they are comfortable with, they will hold a public meeting(s). Please watch the local papers for information on any public hearings regarding this matter.
