ELKHORN RESORT DEMOLITION
AND REDEVELOPMENT
Since our last correspondence to you, the demolition of the Elkhorn
hotel and some of the surrounding structures has been completed with the
exception of the final cleanup, grading and landscaping which will take
place when the weather allows, but prior to June 15,2003.
All of you should have received the survey (sent in early March) from
CG-Elkhorn regarding the redevelopment of their property and hopefully
all of you took the time to respond. If not, please do so, as this
information will greatly assist the Board in their participation in the
redevelopment. CG-Elkhorn will be of incorporating the results of the
survey, input from their planning workshops and from the SVEA Board and
will continue with their development plans. We will keep you up to date
on the progress of their plans via the website, in the July newsletter
and at the July 3, 2003 Summer Membership Meeting.
Following the winter newsletter report, SVEA was named, along with
CG-Elkhorn in a Complaint for Declaratory Judgment and Injunctive
Relief. The plaintiffs in this suit were three Elkhorn Village
Condominium owners. Following approximately seven hours of testimony in
front of the District Judge, the ruling was in favor of CG-Elkhorn and
SVEA. Basically, the Judge determined that CG-Elkhorn could move forward
with the approved demolition of their property. He further ruled that
the SVEA Board and Architectural Design Committee acted in accordance
with the governing documents by approving the demolition plan.

COMMUNITY SCHOOL
The Sun Valley City Council recently voted two to one with one
abstention in favor of The Community School's grade school campus in
Elkhorn. Their decision followed the three appeals that were filed after
the Planning & Zoning Commission's January 14, 2003 approval of the
Conditional Use Permit (CUP) to allow the Community School to construct
an elementary school on their Sagewillow property. Planning & Zoning's
approval was appealed by the Arrowleaf Homeowners, The Community School
and the SVEA Board. The SVEA Board filed their appeal on behalf of the
SVEA membership, based on the response of the members regarding this
issue. SVEA did not incur legal research costs for the appeal, as SVEA
simply joined in the Arrowleaf position. Filing an official appeal to
the City Council was the only way that the SVEA Board could continue to
oppose the traffic issues of the CUP.
At this time the SVEA Board has no plans to continue to oppose The
Community School. Your Board does not feel the benefits warrant the
additional expense, in part due to the fact that the Community School's
approval is conditioned on complying with restrictions on the allowed
daily number of vehicle trips in and out of the Elkhorn campus.
Reputedly, the Community School will be required to bus at least 60% of
its students when the school is fully built. We believe the traffic
restrictions were partially an outgrowth of SVEA's participation in the
Planning & Zoning process. We would like to thank all of you who took
the time to comment on this matter, attend the meetings and otherwise
participate in the future of Elkhorn.

EXTERIOR LIGHTING REMINDER
Please remember that March 15 was the last day your seasonal lighting
was allowed. We ask, if you have not done so, that you please arrange to
turn off your lighting until next November. Failure to do so may result
in a violation notice being sent. Also, for those of you using the
hanging icicle lighting, we ask that you please consider removing these
lights to improve the exterior appearance of your home.
BOARD OF DIRECTOR APPLICATIONS
It is now time for anyone interested in serving on the SVEA Board to
contact the office and request an application/questionnaire. The SVEA
By-Laws establish the Board of Directors as the management arm of the
Association and outline their powers and duties. There are an average of
nine meetings a year that Board members need to attend. The meetings are
generally held on a Friday and run from 9:00 a.m. until early to mid
afternoon. In addition, there are several hours of work required on
various committees. As with many corporations where the membership
resides mostly out of the area, the SVEA Annual Meeting is conducted
basically through a proxy/ballot system. It is therefore necessary for
the current Board of Directors to endorse candidates to fill any
vacancies. By doing so those members who choose to give their proxy to
the Board know how the Board will be voting.
The Board will review all applications as they are received and the
Endorsement Committee will then conduct personal interviews. The
interviews will take place in September. When endorsing candidates for
election, the current directors attempt to keep a balance between
full-time and part-time Elkhorn owners. They also consider a mix of
condominium versus single-family owners.
Three vacancies will need to be filled at the December 30, 2003 Annual
Meeting.
SPAS AND POOLS
The Harker Spa closed for the season on March 30. Use of this facility
was very low this past winter season. The Pool Committee will be
reviewing the number of owners and guests utilizing the Harker hot tub
and sauna and may recommend a reduction in the hours of operation. Let
us know your thoughts on this topic.
The Village will close for the winter season on April 13.
The summer swimming pool operations will begin May 24 with the opening
of the Harker Pool. The Village will open on June 9. The hours of
operations will be as follows:

Harker Pool will be open 8:00 a.m.-12:00 noon, Mon-Fri, for ADULT ONLY

(14 and older)

Contracts for pool programs have not been finalized at this time.
However, we expect the Swim Teams and Water Exercise classes to utilize
the Elkhorn pools similar to past summer seasons. For your convenience

TENNIS
At the writing of this newsletter the SVEA tennis courts are nearly
clear of snow. It won’t be long before spring temperatures cause many of
you to put away your skis and pick up your tennis racquets. We will have
several courts cleaned and nets up as soon as weather allows. Bill Van
Deinse will be arriving on May 15 for his 14th year in Elkhorn. This is
the first spring in many years that we are not either resurfacing or
reconstructing tennis courts and we are looking forward to a wonderful
season of tennis. For your information the phone numbers of the tennis

TRASH CAN
VIOLATIONS
Leaving your trash cans out and in view of adjoining properties is a
violation of Section 3.13 of the Master Declaration. This problem has
become quite widespread in the single-family residential areas and in
the Sagehill area of Elkhorn. Due to this problem and to the numerous
complaints the office is receiving, please note that effective April 15,
2003 we will be sending certified violation notices to any owner failing
to store their trash cans out of view. Please make arrangements with
your property manager or a neighbor if you are going to be away.
TO WATER OR NOT TO WATER
IRRIGATION
SCHEDULE


As you will remember, the last two summers were very difficult in terms
of water availability. Blaine County is still declared a drought
emergency area. The underground aquifers have not been sufficiently
recharged. The Sun Valley Water & Sewer District asks that we begin the
irrigation season with the ODD-EVEN sprinkling schedule, and that each
sprinkler be limited to a 30 minute cycle per sprinkler, on the day
scheduled for sprinkling. Single family residences will be determined on
the ODD-EVEN schedule by the last number in the street address - ODD or
EVEN. Condominiums, multi-residential, common and public areas will be
assigned a watering schedule by the District.
Please do not try to schedule all watering from midnight to 9 a.m. If
demands become so great that pressures are threateningly reduced,
irrigation will be interrupted. Any questions? Please call the District

ELKHORN GOLF COURSE
We have been notified by CG-Elkhorn that Troon Golf has been hired to
manage the Elkhorn Golf Course. A press release is being prepared but
was not ready at the time of this writing. When completed, that release
will be published on this web site.
SVEA AMENITY
CARDS
Please take a moment to check the expiration date on your owner amenity
card. Valid cards are required to gain access into the Elkhorn
facilities. To avoid confusion or inconvenience to your guests please
call or otherwise make arrangements in advance of their arrival. You
must pre-authorize the issuance of guest cards.
The administrative office is open from 9:00 a.m. to 5:00 p.m. Monday
through Friday to issue or validate your cards. Beginning Memorial
weekend, May 24, 2003 and through Labor Day weekend September 1, 2003,
the office will also be open from 10:00 a.m. to 12:00 noon on Saturdays,
Sundays, and holidays to issue temporary cards only.
