News from the Board
The March SVEA Board meeting covered many topics, and committee chairs brought forward new ideas. Sun Valley Mayor Wayne Willich and Councilman Nils Ribi joined the meeting." Sun Valley City Council meetings as well as the Planning and Zoning meetings will soon be able to be heard from your home computer," Willich said. "Our city is the first city in Idaho to install Granicus Systems software. By the end of August the audio will be up and running. Residents will be able to log into the city’s web site and hear your government in action." Ribi discussed the importance of "open space zoning" to protect views and land uses.

SVEA Vice President Cris Thiessen, who heads the Harker Center upgrade and tennis building project, reported that after approval is received from the City of Sun Valley Planning and Zoning, "requests for proposals" will go out to interested contractors. "September 3rd, the digging begins," he said.

Other committee reports included Finance and Audit, Communication, Tennis, Pool, Nominating, and Architectural Design Liaison.

Financial News - Treasurer Patty Rosewater welcomed Stephen Smith (a new Board Member) and Bill Wright (a non-Board Member) to the finance and audit committee. They join SVEA’s existing board members Jack Daliere, Cris Thiessen and Margaret Walker. "This committee is responsible for SVEA fiscal management and audit," Rosewater said. "Almost 90% of our operating funds come from property owners dues. The rest comes from interest income, fees for pool use, tennis guest fees, and architectural design fees". She went on to say that year-to-date SVEA is $25k ahead of budget due to an increase in members’ dues from the new Elkhorn Springs Phase II properties, and interest income.

   

Meet a Staff Member-Marlene Lowry
The SVEA Staff performs a myriad of duties. In each of the next few issues of the Elkhorn Community News, a staff member will be featured to help homeowners get to know their staff and who to contact with specific questions.

Marlene Lowry is SVEA’s general manager. She is responsible for the overall operations and maintenance of the Association. Marlene hires and retains staff to meet all service and operational requirements, satisfies contractual and legal needs, works with appropriate city and county agencies to ensure that Elkhorn has a voice in any decision making that may impact the membership, and works closely with the SVEA Board of Directors and various committees.

An Idaho native, Marlene grew up on a farm northwest of Shoshone and has been a resident of Blaine County since 1976. Her early career began at Elkhorn Resort Hotel in the late 70’s. In 1981, Marlene moved to Elkhorn Association as a bookkeeper. She was promoted to office supervisor in 1982 and then to manager in 1986.

“In the past 27 years, the Association has definitely changed,” she said. In 1981 the Board became concerned with the services being provided by a property management firm and made the decision to hire their own personnel to conduct the business of the Association. We set up office in the Ranch Clubhouse using card tables and our personal pocket calculators,” Lowry said. “There were no policies or rules, no budgets, no past meeting minutes, and there was no money. Approximately 35% of the owners were in arrears on their dues; some by several years. Looking back, we have indeed come far.” She added, “I think the only thing that is unchanged is the specialness that is Elkhorn.”

Marlene lives in the Bellevue triangle with her husband, Earl Peck, and their many animals. Her time away from the office finds her enjoying horses, gardening, scuba, and camping in their vintage airstream trailer.

The snow is melting and SVEA has great plans for the summer months

Elkhorn Swim Season
The Elkhorn swim season officially begins May 24, Memorial Day weekend. Because of the positive feedback received from staff and pool users last year, the 2008 operations will be:

The Harker Pool opens May 24 and closes September 1, 2008. The pool will operate, fully staffed with lifeguards, from 11 am to 7 pm daily.

The Village Pool opens June 9, and closes September 30, 2008 and will operate from 12 noon to 8 pm daily. There will be no lifeguards on duty at any time; however attendants will be available to check in property owners and guests and handle towels.

Monday through Friday, the Village Pool will open from 8 am to noon for Adults Only Swim.

2008 Pool Programs
Water Aerobics - Britta von Tagen will be returning to the Elkhorn Village Pool this summer with her Shallow Water Exercise program. This workout will be held on Tuesday and Thursday mornings from 10:30 to 11:30 am, beginning June 16th (weather permitting). Britta’s classes focus on the “five sensations”; strength, agility, mobility, stability and flexibility. For more information please call Britta at 208-720-3663.

Scuba - Wendy St. Jean, owner of Ketchum Dive Adventures, will again offer scuba instruction with her confined water sessions taking place at the Elkhorn Village Pool. Wendy coordinates with her students and our pool staff to schedule pool times that work for all. For more information please call Wendy at 208-726-5424.

Tennis News
The 2008 tennis season is almost upon us — courts are scheduled to open May 15. This year, there are lots of events, mixers and quality instruction. It should be an exciting year.

Sign-in
All players, using the Village and Harker Courts, will be asked to sign themselves in before beginning play. Sign-in sheets will be made available and the tennis staff will remind players to sign. As we introduce this sign-in process please plan to arrive at the courts a little early so your play will not be held up.

Court Reservations
Court reservations may now be made 72 hours in advance of play. This gives a little more time to schedule and confirm your game. Doubles reservations during morning prime time at the Harker Courts may be scheduled for 1½ hours at 8:30 am and 10 am to enable more favorable court usage. Reservations at the Village Courts are not restricted to the 1½ hour time block.

Guest Fees
A $10 guest fee is being introduced for open play by non-Elkhorn property owners and non-resident guests.

This fee will not apply to lessons, clinics, camps or ladies’ and mens’ days. SVEA is pleased to announce that each owner will receive a 12-play punch card (12 free guest plays) to use as they wish with guests, friends, etc. When the guest card is presented, the $10 fee is waived. Although punch cards are non-transferable, family members may use it at their pleasure. Money from guest fees will go to the SVEA tennis fund for maintaining and managing the tennis facilities. Tennis Programs
A number of new events are planned and the tennis staff hopes all owners and their guests will get involved. Don’t be shy; if you don’t have a regular tennis partner or game, let the pros know and they will be happy to assist in introductions and help you get involved.

Confirmation Policy: All events require ADVANCE RESERVATIONS. The day before any event the tennis staff will call you to confirm your participation in that event. If we do not hear from you by 3:00 pm, we will assume that you left town and forgot that you had signed up for an event. After 3:00 pm, we will give unconfirmed spaces away to wait-list people. We must hear from you personally. If you forget to confirm by 3:00 pm, but remember later in the day, give us a call. If there is still a spot open, we want you to play. If you are going to be gone for the day and unable to receive our confirmation call, just call before we open in the morning and leave your name and confirmation status on the answering machine.

Camp Elkhorn Tennis Lesson

Elkhorn Golf Club
Due to the very late spring the opening date for the Elkhorn Golf Course is uncertain. Feel free to contact the SVEA office or the Clubhouse directly (208-622-3300) after May 10th for updated information.

Elkhorn property owners and their resident guests may access the Elkhorn Golf Club by booking tee times through the pro shop. All players must have a valid amenity card issued in their name at the time of check-in. The six tee-times for Elkhorn property owners and resident guests are: 8:30 am, 9:30 am, 10:30 am, 11:30 am, 12:30 pm and 1:30 pm. Property owners and their resident guests may also play anytime after 3:00 pm.

Elkhorn Country Store Opens
The “Market at Elkhorn Springs” is scheduled to open in May, 2008. Store Owner/Manager, Doug Logan reported, “We will be working with Idaho’s Bounty to bring in the freshest local sustainable products available. The market will carry a wide variety of fresh produce, meat and fish. We will have an extensive selection of specialty cheeses, beer and fine wines. The emphasis on grocery products will be natural and organic with some conventional items for convenience. The full service espresso bar will open at 7:00 am daily with fresh pastries from Bigwood Bread and hot in store deli breakfast, lunch and dinner items. Our mission and purpose is to carry the products and have the services our customer base requires. With your support and feedback we will evolve into the market our community wants.”

Store hours will be 7:00 am to 7:00 pm daily with closing hours extended to 9:00 pm seasonally. Phone 622-5499

Summer Youth Programs
Ketchum Parks and Recreation Department provides many programs for Sun Valley and Elkhorn children. To learn more for your summer planning, go to www.ketchumidaho.org  (Parks and Recreation). Many programs are offered for children of all ages including tennis, softball, swimming, skateboarding, mountain biking, volleyball, rock climbing, golf and baseball. Summer Meeting and Barbeque Date Announced
July 11, 2008 at 5:30 pm
All SVEA Homeowners are invited to the 2008 Summer Membership Meeting and Barbeque at the Harker Center. “The staff has planned something new this year,” said Marlene Lowry, general manager. The general meeting and picnic dinner will be held in the Harker Park under tents. “Dinner will be served AFTER the meeting,” Lowry said. “We are planning four serving lines so waiting in line should not be an issue this year. Also your SVEA Board Members will help by serving wine and coffee.”

Please return the RSVP Meeting/Barbeque Form by June 30th so a final count can be provided to the caterer.

Garbage Collection and Recycling

The new Clear Creek garbage collection service includes recycling at no additional cost. If residents need additional trash carts or recycling bins they should contact Clear Creek (208)726-9600. Elkhorn’s collection day is Tuesday. Clear Creek requests that homeowners put the brown trash carts on one side of the driveway entrance and the stackable blue bins on the other. Additional recycling information can be obtained at www.ccdisposal.com . After your garbage and recycling are picked up, please remember to store your containers so as not to be visible from adjoining properties.

Elkhorn Weed Out Day
Staff is continuing to work on controlling the noxious weeds on SVEA Open Space and communicate with individual owners whose property contains infestations of weeds. Additionally, if enough of you are interested, SVEA would like to host an “Elkhorn Weed Out Day”. Our idea is to gather with interested owners on a Saturday morning in June to learn how to identify and control weeds, spend some time pulling and bagging noxious weeds, and finishing the morning with a complimentary lunch at the Harker Park. Two dates, June 21 and June 28, have been selected and based on your responses we will hopefully be able to move ahead and organize this fun and rewarding event. Please contact us with the date you can participate!

Board Members Wanted
Presently, the SVEA Board of Directors has expertise in the areas of law, finance, communication, construction and amenity direction. This fall, five board members will either be up for re-election or have served their two-term limit, so at least five people are needed to complete the nine-member board. The nominating committee is looking for prospective board members who are willing to add their expertise and commit their time to implement SVEA’s strategic vision of “maintaining and enhancing the quality of life in Elkhorn”.

“Our association works because of the dedication, commitment and hard work of our professional staff which implements the policies of the SVEA Board of Directors,” related Board President Jim Fletcher. “The Board in turn must reflect the needs, values, and desires of our community. Being a Board member is enjoyable, rewarding and above all, necessary to maintain excellent facilities, amenities and accompanying services,” Fletcher went on. “Only by having members who represent the varied views of property owners can we balance all your needs.”

The Board Member Application has been revised and will soon be available on SVEA’s web site, www.elkhorn-assoc.com or by calling the office — 208 622-7420. The application process includes an interview with the nominating committee which is comprised of Board Members and non board members.

Sun Valley City Streets and Bike Paths Slated for Resurfacing
The City of Sun Valley is implementing a Cement Recycled Asphalt Base Stabilization process (CRABS) on two roadways and several bike paths. The CRABS process consists of processing the existing asphalt surface, adding cement, and compacting that mixture into a new base.

The roads to be resurfaced in 2008 are:
 Grey Eagle Road and Sunrise Drive. Resident traffic only will be permitted during resurfacing. Weather permitting, work will begin in early May and be completed by August 15, 2008.

The Bike paths to be resurfaced are:
 Elkhorn bike path from State Hwy75 to South Village Way
 Morning Star bike path from Crown Ranch around to the northern intersection with Elkhorn Road
 South Village Way from Elkhorn Rd to the roundabout
 North Village Way from the northern roundabout to Elkhorn Road
 500 feet of bike path from Dollar Road to Carol’s Dollar Lodge

In addition, approximately 500 feet of Elkhorn Segment E Pathway from the Dollar Road intersection to Carol’s Dollar Lodge will be realigned. This will include a raised path with curb and gutter. As a result of this work, the new pathway surfaces will be 2 to 3 inches higher and the street surfaces will be 3 to 4 inches higher; most locations will require the improvement of the existing pathway / roadway shoulders, drainage ditches and swales, and a reconnection to existing pathways, roadways, driveways, and approaches.

Prior to construction, property owners may be asked to move sprinkler heads at least 8 feet away from the edge of asphalt. The City will provide an asphalt apron at all driveway connections. If you currently have a paver driveway, pavers will need to be pulled back at least 5 feet. If the home owner does not wish to have an asphalt apron, the owner may reconnect the paver driveway at their own expense.

During road construction, the aforementioned pathways will be completely out of service. At Elkhorn Segment E, a temporary path will be provided adjacent to the realigned path. No other temporary pathways are planned. Local traffic will be permitted to residents of Grey Eagle and Sunrise Roads.


A contractor will be on site by mid May; weather permitting the goal is a substantial completion of the pathway work by July 4th, and substantial completion of the roadway work by July 25th, with the entire project completed by August 15th.

Dogs
The pet waste station that was installed near the Harker Park entrance last summer has been very popular. Thank you to all who pick up after your dog friends. We are planning to install additional stations this summer, though the actual sites have yet to be determined. If you have ideas for locations please let us know.
