Master Declaration Amendments
The SVEA Board is in the process of finalizing proposed amendments to
the existing SVEA Master Declaration of Covenants, Conditions and
Restrictions. It is expected that the suggested amendments will be
submitted to the membership for a vote sometime in the next four weeks.
Some of the amendments are simple housekeeping items, some are intended
to clarify, and some will strengthen the Association’s ability to
address future issues. All members will be provided with detailed
information to allow for ease in understanding the issues and in making
a decision to vote in favor or against each amendment. In order for the
amendments to pass, a favorable vote of 51% of the membership will be
required. Failure to return your proxy/ballot will be a no vote. Please
watch your mail and respond as soon as possible.
Sun
Villa
In November of last year the owner of the Sunshine Parcel submitted
plans to the Sun Valley Planning & Zoning Commission for a condominium
complex. The plans were tabled by the Commission and then denied at a
later meeting when the applicant failed to satisfactorily reduce the
mass, height and density of the proposed project. That denial was then
appealed to the City Council who remanded it back to P&Z with the
suggestion to the applicant that P&Z’s concerns be addressed. This
project has not yet been submitted to SVEA’s Architectural Design
Committee.
Community
School
Following our last communication with you regarding The Community
School, plans for Phase One of the construction of the school have been
presented to and reviewed by SVEA’s Architectural Design Committee
(ADC). ADC denied the plans for several reasons and the applicant
appealed this decision to the SVEA Board of Directors. A date for the
appeal has not been set at the writing of this newsletter. Please call

Resort
Development
As we reported to you in January, the City of Sun Valley passed an
emergency 120-day moratorium on the processing of applications in the
City’s commercial zoning districts. That moratorium was extended an
additional 120 days to allow the City Council the opportunity to
consider and act on the Planning & Zoning Commission’s recommendations.
As a result of the moratorium and the expected but unknown changes to
the ordinance, CG-Elkhorn, the owners of the Hotel Parcel, have been
unable to proceed with their plans for developing their property. The
City has scheduled a workshop for July 17, 2003 for the purpose of
finalizing the ordinance changes.
ADC
Changes
The Board of Directors recently made changes to the Architectural
Design Committee (ADC) Manual. Those changes include an earlier
submittal deadline and the requirement of a "completion deposit". For
those of you planning to build a home on your vacant land or remodel an
existing home, or for anyone who would like a copy of the revised ADC
Manual, please contact the office for additional information or a copy
of the revised documents.
ADC
Members
From time to time we hear criticism from owners regarding the makeup
of the voting members of the Architectural Design Committee (ADC) and
the fact that non-Elkhorn owners are serving on the Committee. As
outlined in the governing documents, there is a roster of nine ADC
members who are appointed by the Board of Directors for three-year
terms. Currently, those members include 5 architects (all non-Elkhorn
owners), 3 landscape architects (all non-Elkhorn owners), and 1
qualified homeowner. Meetings are generally held monthly, on the second
Wednesday of the month. Five members are required for each meeting and
are selected by the ADC Administrator based on potential conflicts and
availability. It is important that ADC members understand plans and are
able to visit a building site and relate that site to the plans being
presented. At the same time, there are occasionally issues before the
Committee that are particularly sensitive to Elkhorn when it would be
beneficial to have owners from the Elkhorn Community participating in
the outcome of those presentations. If you feel you have the time and
are interested in participating on the ADC, please submit a list of your
qualifications for future Board consideration.
Crown
Ranch
Plans were recently submitted to the Architectural Design Committee
(ADC) for Phase V of the Crown Ranch project. The ADC denied the plans
as presented and the applicant has appealed that decision to the Board
of Directors. An appeal hearing will likely be scheduled for early
August. For more information or with questions, please contact the

Pools
The Village and Harker Pools are open daily for your summer
enjoyment. The Village hours are 12:00 noon to 7:00 p.m. daily, and the
Harker is open from 12:00 noon to 8:00 p.m. daily. In addition, the
Harker Pool is open from 8:00 a.m. until noon Monday through Friday for
Adult Only Swim for owners and guests 14 years and older. Please note
that the above hours may change due to weather conditions or personnel
shortages. The evening close times may be earlier as the season
progresses and evening daylight hours diminish. To confirm the hours of

Tennis
The Tennis Committee met recently and made a recommendation to the
Board that a tennis guest fee be implemented. Revenue generated from
this fee will be used for the construction of a new tennis pavilion at
the Harker Courts. Effective with the 2004 season, all guests not
physically residing in Elkhorn will be charged $10 per day to play on
the Elkhorn Courts. Punch cards will be available for purchase by owners
at the rate of $7.50 per day. This will allow owners to pre-purchase
cards at a discount for their guests, should they choose to do so.
Beaver
Benefits
Each summer we receive inquiries from concerned owners about the
local beaver population. We have done some research through Idaho Fish &
Game and on the Internet and would like to share some of the information
we found:
- Riparian zones, one of the richest and most diverse types of
habitat, account for just 2% of the landscape in the American West (a
53% reduction since European settlement) yet they provide 80% of
wildlife with habitat at some point in their lives.
- Beaver ponds and dams act as filters capturing silt and other
impurities and enhance riparian habitat.
- Their marshes help buffer adjacent landscapes against the effects
of flash floods and spring runoff.
- Their network of channels, dams, and sloughs slows the water as it
moves through a drainage, holds water in the landscape longer,
insulates areas from drought, and recharges underground aquifers.
- Water that normally flushes through a river corridor in a single
day will pass through beaver-inhabited environments in seven to ten
days.
- Wrapping your trees with an appropriate barrier can easily prevent
beaver damage to your landscaping.
SVEA owns and controls many acres of wetlands within
the Elkhorn boundaries that are ideal Beaver habitat. If you live
adjacent to any of these open space riparian areas and are experiencing
a beaver problem, contact the administrative office. Please do not
alter, in any way, any beaver situation on SVEA property without prior
written approval.
