The SVEA July Board
of Directors Meeting Covered Many Topics Sun Valley Mayor spoke to SVEA Board
Sun Valley Mayor Wayne Willich spoke at the SVEA Board Meeting, July
10th on a variety of topics. After describing a few of the projects
now underway in the city, he related that the city’s focus is to
maintain and improve the bike paths throughout the city. "We plan to
phase the resurfacing of the paths in one-third increments;
one-third this year and one-third each of the next two years at a
total cost of $1,100,000," he said. Funds for road maintenance are
included in next year’s budget with major attention to residential
streets. A list of street priorities is being generated.
Mayor Willich mentioned that if citizens are
interested in the City Council meetings and are unable to attend in
person, it is now possible to "tune in" via your home computer. Go
to the SVEA website (www.elkhorn-assoc.org),
click on "Links", click on "The City of Sun Valley", select "Live
Audio & Archives", select meeting type and date and click "Audio".
"We feel this is an important communication effort," Willich
continued, "because 70 percent of our citizens live out of town."
The content of each meeting will be sorted so topics of interest can
be accessed and retrieved at a later date.
Director Reports
Harker Center Upgrade News
Final
plans and Request for Proposals were sent to 11 local
contractors. "We received three responses; all of which had
comparable estimates and contractor fees," reported SVEA Vice
President Cris Thiessen, chairperson of the Harker Center
Improvement Committee. "The committee interviewed all contractors
and Larry Warner from Warner & Associates, was selected. Larry is
now working with our architect, Mike Morgan, and engineering firm,
EHM, to finalize the construction drawings," Thiessen said. "Once
the drawings are complete, bids from sub-contractors will be
obtained for the Committee’s review and acceptance. We start
construction on September 3rd."
Financial Principles Adopted for Harker Construction
"We
have a hard and fast commitment not to exceed an $850K expense for
the Harker Center upgrade project," reported SVEA Treasurer, Patty
Rosewater. "We will not begin construction until we have a
believable project plan and budget that allows us to meet that
commitment."
Rosewater noted there are many variables in
construction projects that, through no fault of the project team or
the vendors, can present surprises and require hard tradeoffs. "If
this situation occurs, we will reduce scope rather than go over
budget on this project," she said.
It is also important to note the project will be
financed from SVEA’s Capital Reserve Fund and that SVEA will not
take on any debt nor initiate any assessment or dues increases to
finance this project.
"A project cash flow budget, detailing total
costs and cash flow requirements, will be established prior to start
of construction," Rosewater added.
Board of Director Election Process Revised
A
nominating committee headed by SVEA Director Meredith Carnahan, has
been working with a team comprised of board members and non-board
members since the first of the year reviewing the SVEA’s director
nominating process. "The SVEA Director Application Form has been
improved and is now posted on our web site," she said. "The
questions on the application, plus the requested resume, will give
the nominating committee a broader view of the applicants’
background and experience relative to the needs of the Board."
"We also changed the format for interviewing
candidates, making the interviews a two-way process," Carnahan
related. "It is important for a potential board member to know what
their responsibilities might be and the amount of time required."
Qualified candidates will be presented to the
Board for their consideration and the Board reserves the right to
endorse candidates based upon the needs of the Board. "In order to
give our membership
more information on which to base their vote, a
short bio plus answers to two questions from each candidate will be
attached to your ballots," Carnahan said. "And as the SVEA Governing
Documents dictate, the candidate with the most votes wins."
SVEA’s 36 Year Old Bylaws Need Amending
"The
board is proposing modifications to our existing bylaws to conform
them to current law and good governance practices," said SVEA
President Jim Fletcher. "Our bylaws are 36 years old and are badly
in need of updating."
In December of 2006, the membership was presented
with Board recommended amendments to the Bylaws. Those modifications
were packaged as one amendment. "Normally, the bylaws can be amended
by the affirmative vote of two-thirds (2/3) of the members present
at a regular or special meeting," Fletcher explained. "However, the
original developer, to protect his position until the project was
sold out, inserted four provisions in the bylaws that required a
‘super-majority’ of 80% to amend. While these provisions no longer
have any operational applicability, an 80% affirmative vote is
necessary to delete them."
In 2006, a vote of 69% of the membership was cast
in favor of the amendments but because of the four sections
requiring 80%, all amendments failed. "The Board at that time
discussed moving forward to obtain the written consent from members
who had not voted in order to meet the 80% requirement which is
allowed in the current Bylaws," Fletcher continued, "but due to the
confusion of many members and the negative understanding from a few,
decided to end the process after the voting at the annual meeting."
The current Board believes strongly the old
bylaws need to be brought up-to-date and will be presenting
essentially the same amendments for member consideration this year –
except the deletion of the four provisions requiring 80% approval.
Since over 69% of the owners voted for the changes previously, the
board anticipates these will pass at the annual meeting.
The complete bylaw package will be mailed to
property owners in early November. "This is an important issue, so
if you have any questions please contact the office" Fletcher added.

Report from SVEA Amenities – Pool and Tennis
The Pool Committee, headed by SVEA Director Ted Witt, reported
that the committee revised the Village Pool use schedule to overlap
open-time for young swimmers with lap- swim. "We have a wonderful
staff this year," Witt said. "Jenna Rade and Connor Wade are our
pool managers and have a very qualified lifeguard staff and
attendant team."
SVEA Director Jack Daliere who heads the Tennis
Committee has had a very active season. "We are off to a good start
with a great staff, new ideas for programs and events and new water
cooler/drinking fountains at the Village courts," he said. Two new
changes in tennis procedures are causing a bit of controversy,
however. The SVEA Board of Directors has instituted a new sign-in
procedure to better track court usage and has also added a $10 fee
for players who do not have amenity cards (residents and vacation
renters in Ketchum, Stanley, Hailey and Sun Valley). Daliere
explained that although every SVEA property owner is entitled to a
punch card good for 12 free guests, some tennis players feel the fee
is a financial hardship. "The Board instituted this fee at the
request of owners who feel that too many outside residents use our
courts," Daliere related. "The Board, staff, and tennis committee
have had as many positive reactions to the new changes as
unreceptive comments," he said. The Board voted again unanimously to
ratify the prior decision regarding guest fees and the revised sign
in process. "We will continue with these changes for this season and
re-visit our whole tennis program next season." Daliere added.
Amenity Cards
There are still a few weeks of summer to enjoy the SVEA pools
and tennis courts. Please remember to have amenity cards validated
and contact the SVEA Staff in advance of your resident guests’
arrival to arrange for amenity cards. If you are one of our many
owners who do not live here full time and only visit on weekends,
the staff is more than happy to arrange a weekend or evening
appointment to issue or update your cards. Please contact the office
for this service.
Meet SVEA’s Summer Pool Managers
Connor
Wade – A 21-year-old Sun Valley native, Connor is happy to
be back with SVEA for his third summer season. Son of Carol and Mike
Wade of Elkhorn, Connor has grown up with the Elkhorn pools his
entire life and now enjoys co-managing the pools with Jenna Rade.
Connor graduated from The Community School in
2005, and will be a senior at Boston College in the fall. He is a
Psychology major, but plans to take some time to work before
beginning graduate school. Connor likes to dance, (you might run
into him at Ketch’em Alive), play basketball, backpack, or simply
enjoy the gorgeous Sun Valley summer. However, for the most part, if
you need him, he’ll be at the pools and eager to help.
Jenna Rade – Jenna describes herself as a
left-handed Libra who will be graduating from Boise State this
spring with a degree in English Education. She hopes to be settled
in a Jr. High classroom next fall. Jenna likes movies, coffee and
books, as well as hiking and mountain thunderstorms.
"I feel spoiled to be in Sun Valley," Jenna said.
"The pleasant weather and natural beauty are a far cry from the 100
degree scorchers and the endless streams of traffic that seem to
plague Boise this time of year. I’m also privileged to be surrounded
by heaps of truly happy people. Everyone seems to respect the
laid-back attitude and easy living that defines this valley."
"As for my role here at SVEA," Jenna went on, "I
am a pool co-manager with Connor Wade. This is my third summer
working at the pools and it seems like each season gets better and
better. Our staff is wonderful and it is because of them that I have
been able to avoid the dreaded ‘case of the Mondays’."

Pool Report
The
summer season will be over before we know it. We hope you take
advantage of our two beautiful pools. The staff is ready and waiting
to provide you with the best possible service to make your time at
our amenities a pleasurable experience.
Both the Village and Harker swimming pools are
operating at full capacity. The Village pool hours have been
modified to allow restricted use by children under the age of 18.
Adult Lap Swim is still available Monday through Friday 8:00 am to
12:00 Noon; however, children are now permitted to swim, on a trial
basis between the hours of 10:00 am and 12:00 noon. They are
restricted to the hot tub and roped-off portion of the shallow-end
of the pool. We are asking owners with small children using the
Village pool between the hours of 10:00 am and 12:00 noon to please
keep noise at a minimum and respect those in the adult lap swim and
the Water NIA program.

Golf Report
Don’t
forget about golf! Plan to take advantage of the 10% discount and
reserved tee times available for our Elkhorn owners. You will need
to show your Amenity card when you check in at the clubhouse. The
rates for Elkhorn Owners are as follows:
Spring/Fall Rate – $110
Summer Rate – $155
Late Fall Rate – $75
Tee Times for Elkhorn Owners are available daily
– 8:30am, 9:30 am, 10:30 am, 11:30 am, 12:30 pm, 1:30 pm and anytime
after 3:00 pm.
The Elkhorn Golf Club has recently made a new
membership offering available to SVEA owners. For more information
please stop by the clubhouse or call (208) 622-3300. Also, the
Clubhouse Restaurant is open daily from 11:30 am to 5:00 pm with the
bar remaining open until 7:00 pm. Non-club members are welcome. Plan
to stop by for a wonderful lunch, early dinner or a cocktail on the
deck. The views are stunning!
Tennis Report
The Elkhorn Tennis Amenities have often been referred to as the best
in the Valley. Bill Van Deinse and staff are once again providing a
high-quality tennis program for our Owners and their Guests. Tennis

Park Report
Many
of our Elkhorn Owners don’t know about SVEA’s Park which is located
behind the Harker Center swimming pool. The Park was developed in
phases over a four year period and has been in its current
configuration since 1996. There is play equipment for the children,
basketball, horseshoes, a volleyball court, and picnic benches for
our residents and guests. If you have not had an opportunity to
visit the Harker Park, we believe you will find this a very nice
amenity for you and your family. For your convenience, a basketball
and volleyball are available at the Harker center for your use and
enjoyment.
The SVEA staff takes pride in caring for your
Elkhorn amenities. Should you ever find anything with the amenities
that does not meet your expectations, please don’t hesitate to
contact Chuck Williamson, SVEA operations manager, with your
concerns and suggestions for improvement.
Open Space
SVEA-owned Open Space covers over 1800 acres and
includes hillsides, waterways, ponds and meadows. Some of the open
space corridors that run through residential areas are fenced to
protect private property and most include non-maintained trails for
hiking, mountain biking and horseback riding. The Board and staff
are investigating options for improving these trails over the next
few months to make them more accessible and to provide mapping and
trail head parking. "If any of you have suggestions for this
process, or expertise you are willing to share, we would greatly
appreciate hearing from you," related Marlene Lowry, SVEA general
manager.
The Elkhorn Springs Market is Open – Hurray Hurray
The
long awaited Elkhorn Springs Market is now open! It is a lovely
space with an impressive selection of merchandise with excellent
pricing. The market offers fresh and local meats, dairy, eggs,
produce and an extensive selection of natural and organic products.
Doug Logan and his staff are very friendly and are working hard to
ensure the success of the store. Please stop in, introduce yourself,
have a cup of "Seattle’s Best" coffee and shop! Their hours are
daily from 7:00 am to 7:00 pm and they are located on the corner of
Village Way and Badeyana. You may contact them at (208) 622-5400.
This wonderful new amenity for Elkhorn owners, guests, and the
entire community provides a one-stop location that allows you to
avoid the congestion of town, and the drive! Shop in Elkhorn! Try
playing tennis at the Village courts and relaxing afterwards on the
market patio by the ponds.
Architectural Design Committee Helps Owners Keep Elkhorn
Beautiful
The
desire, intent, and purpose of the Architectural Design Committee
(ADC) is to create a community of high quality development, design,
and construction in which the natural beauty of the Elkhorn area is
preserved and complimented. Or, using less master-declaration
language, Director Ted Witt, ADC Liaison says, "In order to meet our
mandate to act as stewards of Elkhorn, the ADC was established to
preserve the beauty and property values of our unique community."
Whether new construction, an addition or remodel of an existing
property, or any action that affects your neighbors or the
environment is planned, SVEA is required to know about it!" As a
general guideline, always contact the SVEA office and visit with ADC
Manager, Jan Kaas about any exterior work, prior to beginning the
project.
In the planned community of Elkhorn, owners are
required by the SVEA Master Declaration to submit plans of any
exterior property improvements or alterations to the ADC for review
and approval. In order to streamline this review process for owners,
most basic maintenance projects and many small home improvement
projects can
be reviewed and approved administratively by the
ADC manager. The basic types of improvements are broken into three
categories to help owners with planning.
- Basic Maintenance Projects:
Repainting, repairing,
replacing windows, siding, doors, deck surfaces, using the same
colors and materials, are generally considered maintenance
projects which do not always require prior review and approval.
Simple Home Improvement Projects: Repainting (color
change), reroofing, changing driveway or patio material, replacing
garage doors, replacing exterior lighting, address monuments,
simple landscape additions (that do not include grading or
drainage changes), swing sets and other recreation structures, are
examples of projects which may be reviewed and approved by the ADC
Manager.
New Construction, Additions/Remodel, Landscaping Projects that
include grading and drainage changes: These projects must be
submitted for ADC review and approval.

Mark your Calendars for SVEA’s Annual Meeting
The 2008 SVEA Annual Meeting will be held on
Tuesday, December 30th at 3:00 pm. Meeting location and details will
be sent to all owners in early November. At this time, business
topics to be voted on will include the election of five Board
Members and the proposed revisions of the SVEA Bylaws. Please let
the Staff or a Board Member know if there is a topic you would like
added to the agenda.
Elkhorn Weeds
The Elkhorn "Weed-Out Day" that we tried to
organize via the spring newsletter was unsuccessful. We received
only one owner response, but have plans to try again next year to
organize a fun event. Please let us hear from you if you have ideas! Your
Board and staff will continue our efforts and expenditures to
control weeds. We have coordinated our open-space work with the Sun
Valley Roads and Grounds Department and are using the same spraying
contractor, enabling us to be more efficient with less chance of
missed areas and re-infestation. The 2007/08 budget for open-space
weed control is $12k. In addition, staff member Jan Kaas is sending
friendly reminder letters to individual owners whose properties host
problem weeds asking that they take action.
July 11th Meeting and BBQ

The July 11th Summer Membership Meeting and
Barbeque held in the Harker Center Park was attended by
approximately 335 people. President Jim Fletcher welcomed all to the
informational meeting and provided a general report on the Harker
Center Upgrades, the election process, proposed changes to the
Bylaws and the recently implemented Tennis Guest Fees. Guests
relaxed at the barbeque into the late evening hours and enjoyed the
delicious food by Full Moon catering and music by the Kim Stocking
Trio band. Our appreciation to all who participated in making this
year’s party a memorable one!

Board Members Wanted
The Nominating Committee is accepting SVEA Board
of Director applications. The first candidate interview date is
August 27th and the deadline for application submittal is August
25th. Applicants nominated will be included on the Ballot of the
December 30, 2008 Annual Meeting.
BBQ Safety
From Sun Valley Fire Chief, Jeff Carnes
All
of us enjoy our BBQ’s in the summer months, but how many fires do
you think these cause every year? Nationwide, it is in the millions.
In Sun Valley, we have 10 to 20 fires a year and some of them are
catastrophic. As with any appliance, barbeques need proper
maintenance.
Check all gas lines at least once a year for
leaks. This can be done simply enough, by hooking up the gas lines
and pouring a mixture of soap and water over the hose and the
fittings. If you have leaks, the soap will bubble. If this goes
unchecked, the leaking gas will ignite and burn.
Do not place BBQ’s (gas or charcoal) within 10
feet of combustible siding or decking. I realize most of you have
these appliances on wooden decks, and you must be aware they are
extremely dangerous. The charcoal type units have vent holes in the
bottom, and sparks and pieces of charcoal can fall out and start
your decks burning. This can happen hours after you have used your
BBQ and are not there to see the problem.
Gas BBQ’s can have burning grease or cooking
by-products fall out and also catch the decking on fire. Gas
appliances have the opportunity to also have large grease fires and
these can actually explode the BBQ unit, catching the entire
structure on fire very quickly. READ THE MANUFACTURER’S WARNINGS on
your appliances prior to using them. Follow all maintenance and
cleaning schedules exactly as they are written.
In all new construction, BBQ’s are not allowed on
Multi Family units unless they are protected by a fully automatic
fire sprinkler system.
